SICE signs a contract to update the Itchen Bridge Tolling system in Southampton (UK)
Southampton City Council (SCC) currently operates a manual Tolling system for payment in cash and with prepaid tokens.

SICE will replace the current system with an automatic system featuring automatic machines, operated both from the toll-control building near the tolling points and remotely at night from SCC´s CCTV Office. These machines will accept payment with coins, credit/debit cards and citizens´ cards based on RFID technology (SCC Smartcities).

The system supplied will enable Smartcities cards to be used for the first time in Southampton for payment services, allowing cardholders to manage their Smartcities accounts, including recharging, balance queries, transaction histories, etc.

The services provided by SICE include:

  • Providing the integrated tolling system, including:
    • Roadside equipment (RSE): automatic payment machines, vehicle-detection and -classification system, control and signage equipment, cabin equipment for operation in manual mode (the backup operating mode used in the case of any failure of the automatic system)
    • Back-office system (BOCS):
      • Control software: HW platform, operators´ workstations lane, place and control software, and prototype for testing and training.
      • Customer-management system: this system will manage the Smartcities accounts and support manual and automatic recharging of the cards via a customers´website or from SCC and Smartcities´ customer-service offices.
      • Panoramic CCTV video-management system for surveillance of the tolling area.
    • Communications system to connect the road level with the TCB and the TCB with the SCC´s CCTV Office
  • Renewal of tollbooths and canopy including an improved lighting system.
  • Software maintenance for at least one year following the launch of the new system, with the option to extend the integrated maintenance of the system to five years.
  • 12-month warranty with option to extend to 24 months.
